      In order for us to organise to have these work activities performed locally by the local people we would need to understand the particular level that skills need to be located. Do we need 1 docter per 500 perople, 1 builder per 100 houses, 1 furniture maker per 150 families, 1 vegetable grower per 100 people? And on and on for many skills. And get these people into the local area. This is the appropriate ratio of skills at various levels.

 

THE POLITICAL SYSTEM

      The last of these systems is the political system. The political regulation takes two parts. The idea is to plan the system before you develop the community system, so that you know where and how to build everything. Secondly, while getting built and after the community is developed, these development and maintainance activities of the community need to be regulated.

      At the moment all our political regulation seems to happen a long way away, because every other process comes from a long way away/happens over broad distances. This is a major reason as to why we have not got that much neighbourhood politics at the moment, and small town government. The smallest level of organised government happens at the level of 100, 000 people. But complex activities like broadscale food production systems need broadscale regulation. But this does not mean that they are adequately regulated. And whether each activity should be regulated at the level that they are currently regulated at is debatable. It is often difficult to decide what level of government to regulate each activity.

      But as this social and economic system starts to take on definite structural and functional principles, then the politics of regulation of these activities starts to become easy. There are processes carried out at the level of the individual family, also at the level of a cluster of houses. There are processes holistically contained within a large neighbourhood. And beyond. These processes take on a definite pattern and it starts to become obvious as to where these activities should be regulated. These processes should be regulated at the level where they are holistically contained.

 

THE EDUCATION SYSTEM

      The next part is to do with awareness, or education. In modern society everything is so complex. Everything comes from a long way away and things are not necessarily that easy to understand. Very few processes are carried on in what I call a persons sphere of awareness. When a baby is born it has no sphere of awareness. We develop a sphere of awareness as we go through life. A toddler is familiar with the house and back garden, but what is beyond may seem like a wilderness. A few years later the neighbourhood is familiar but what is beyond is like a wilderness. In complex, modern life we can grow up to adulthood and still not understand that much about various processes that support us, or the way the world works.
